Unfortunately, we do not hold the information relating to your request.
We are responsible for publishing statistics taken from the Crime Survey for England and Wales and crimes recorded by the police in England and Wales. The statistics we publish focus on the victims of crime rather than the perpetrators.
Data relating to arrests are primarily collected by the Home Office and are released annually in their Police Powers and Procedures, England and Wales publications, available from 2009/10 to the year ending 31 March 2019. The release provides statistics on stop and search and arrests for notifiable offences, both broken down by self-defined ethnicity.

Data regarding convictions are collected by the Ministry of Justice. Specifically they publish biannual statistics on Race and the Criminal Justice System, the latest for which is 2018.
